A question about power ratings in PSU? - cpu ratings 2009

My friend has a 9600GT video card that has a commitment to deliver minute performance. 400W PSU with 26A minutes in the railway network of 12 V.
Linked is a 460W power supply with the following qualifications;
- 30A 3.3 V
- 29A at +5 V
- 18A at +12 V
- 0.5-12V
- 2A +5 VSB
The card works fine, but there are some delays, perhaps because the processor (Pentium D).
My questions are;

- Is it acceptable to use the card in the evaluations? If not, what are the reasons?
- Is this the best performance card when recommended by a quality PSU (same CPU) used? Why?
